I couldn't find any official information regarding the application, but according to unofficial sources, it does work on Windows 7 and Windows 8, which probably means that it will also work on Windows 10 as well. I tried installing the tool on my Windows 10 PC, but even though it had nothing to do with compatibility-related issues, I still couldn't complete the process.
Also, I can't know for sure if you have the same installer as I do because I can't know where you got it from, but the one I found wasn't exactly "clean", so I recommend scanning the file with VirusTotal before running it or launching the application in a sandbox.
Lastly, if you're having compatibility issues, you can always try running the program in Compatibility mode or under a virtual machine.
